BOC partners with Carrollton for additional Neighborhood Stabilization funds

The Carroll County Board of Commissioners on Tuesday voted to partner with the city of Carrollton and the Carrollton Housing Authority to move forward with the application for additional funds through the federal Neighborhood Stabilization Program.

The city has already been pre-approved for the $1.1 million that will come with this third round of funding through the program, which will be in addition to the $2.6 million that was allocated to the city in early 2009.

With that initial allotment, the Housing Authority, which was tapped to administer the funds, bought more than 40 homes, more than half of which have already been purchased by qualified buyers. According to the U.S. Department of Housing and Urban Development, the program has already successfully stabilized "communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized."

On the whole, said Commission Chairman Bill Chappell, in the last two years, the program has done much to fill homes that have previously been foreclosed upon, raising property values in those communities and giving first-time home buyers a piece of the American dream.
